LandNNES discussion documents

LandNNES has produced a range of public discussion documents all of which are open access and available in terms of Creative Commons licenses. ​LandNNES is committed to open access publishing. All of our research and briefing documents are made available in terms of Creative Commons Licences. You are free to remix, tweak, and build upon our work non-commercially, as long as you credit LandNNES and the authors. We also require you license what you produce in the same manner.

This report aims to provide a discussion document for how we would like to develop a South African Land Governance monitoring system.
The document provides a basis for:
  • Reviewing the usefulness of a Monitoring & Evaluation (M&E) system and how it should work and assist in planning;
  • Reviewing why we need a Land Governance framework and why we should M&E it;
  • Understanding how the SA government does M&E and what it has set for goals, objectives, targets and indicators in Land Governance and Land reform and its international commitments on land development goals;
  • Understanding whether Land Governance M&E has been implemented by other sectors in South Africa;
  • Sharing experiences from other African countries on their M&E systems and what lessons can be learnt from their set-up and implementation.

​Kingwill, R (2019) Inclusive Land Administration in the context of People Centred Land Governance. LandNNES discussion document
LandNNES commissioned the formulation of a conceptual framework to set out a clear exposition of what we mean by Land Administration, why it matters and how it can be improved and adapted to meet the needs of all citizens, and not only the elites.
The purpose of the document is to inform an advocacy strategy and appropriate policy response for strengthening Land Administration. The document also aims to start a process towards developing a common understanding of Land Administration to inform an appropriate and coherent response to the breakdown in Land Administration in South Africa.

Manona, S. (2019) An overview of South Africa's land data ecosystem for a people centered land governance system. LandNNES discussion document
The document seeks to :
  • provide a broad high level overview to indicate South Africa’s land data ecosystem.
  • promote the development of a land data infrastructure within broad parameters of Open Government Data.
  • make key policy and practical proposals which are aimed at a multi-stakeholder forum
  • which includes government, business or private sector players with interest in land.
  • map current and future initiatives and propose further research.

Manona, S (2019) Concept note for a national land observatory. LandNNES discussion document
This document is primarily intended for internal discussion purpose among LandNNES members, for the purposes of clarification of our own proposal for a national land observatory. Secondly, the other purpose of the document is for LandNNES to use as a basis for engagement with other stakeholders such as government, parastatals, business and labor. Thirdly, the purpose of the document is for LandNNES to use inengagement with parliamentarians of all political persuasions.

Phuhlisani NPC (2019) Developing a People centred Land Governance Policy Framework: Towards a pro-poor programme built on equitable access to land. LandNNES discussion document
This discussion document sets the scene for the development of a South African Land Policy framework for the many - not the few.
The document: 
  • reviews the South African Government’s land reform programme, assessing implementation to date
  • explores why we need a Land Governance Policy framework;
  • examines how to systematically address failure to prioritise land reform, develop coherent policy, redress land dispossession, and advance equitable access to rural and urban land;
  • discusses the need for a refocused pro-poor programme to advance equitable access to land and natural resources.

Mtero, F with Hornby, D and de Satge, R. (2020) The Structure and Dynamics of South Africa’s Food System - the COVID-19. LandNNES discussion document
This report aims to provide a brief review of the history of the SA food system and discuss the conditions that may be required to realise alternatives to the corporate food system. The aims of this report are threefold.
  • First, the report will examine the structures and dynamics of the pre-Covid-19 food system in South Africa.
  • Second, the report analyses household food security, including the Food Barometers developed by the Pietermaritzburg Agency for Community Social Action (PACSA).
  • Third, the report briefly analyses a small data base of small producers in Limpopo and KZN to ground discussions in farmer realities.

This  document examines how Civil Society Organisations (CSOs) in South Africa can contribute to ensuring food security for South Africans during the unprecedented crises presented by COVID-19. The document 
  • reviews the South African Government’s COVID-19 emergency response in terms of how it is supporting food security, particularly for marginalized constituencies
  • examines how to advance equitable access to critical food security measures in both rural and urban households during this crisis;
  • explores how Civil Society Organisations can support marginalized communities in terms of their food security needs during this time.

Manona, S (2021) The implications of the 2021 Casac & Others v Ingonyama Trust & Others for South Africa’s land governance policy trajectories. LandNNES discussion document
This report examines some of the key specific and broader implications of the landmark ruling on a case that that was lodged by the Council for Advancement of South African Constitution (CASAC) and Rural Women’s Movement (RWM) against the Ingonyama Trust, Ingonyama Trust Board, and
others handed down by the  Pietermaritzburg High Court on the 11th June 2021.
